529 account holders can now switch investments twice

The IRS will allow holders of 529 college savings plan accounts to switch investments twice this year. The rule change comes after the plans were hit by tumbling stock prices, and many account holders were unable to stop the bleeding because of rules that allowed just one investment switch per year.
