Legislators in New Jersey have passed two controversial bills that extend construction permits awarded before the industry slump and delay the implementation of new water-protection rules. Environmentalists panned the move, which lawmakers said would help boost the local economy. "This extension allows developers, at the first sign of life in the market, to move with shovel-ready approvals, allowing them to contribute to the economic recovery," said one developer.
