Arizona governor unveils ambitious program for early childhood education

In her State of the State address Monday, Gov. Janet Napolitano advocated a three-pronged program of full-day kindergarten for 250 of Arizona's poorest schools, a new rating system for child care centers and a free book for every first-grader. The governor said it was time to start investing in the state's future.
