Virginia governor calls for clean-energy tax breaks

Virginia Gov. Tim Kaine has called for tax breaks to encourage development of new renewable-energy sources despite the anticipated $2.9 billion shortfall in the state's budget. Kaine has proposed that funds be set aside for grants to encourage development of new and expanding clean-energy sources, including nuclear energy.
