The first ban on plastic bags in Texas was approved last week in Brownsville, prompting a television station to ask leaders whether a ban could gain support in Lubbock and how efforts to reduce bag waste are working. KCBD News Channel 11 notes that the American Chemistry Council argues that a ban on plastic bags in San Francisco did not reduce litter, and consumers switched to paper bags, which have a larger carbon footprint and produce more waste.
