Uncertainty over government policies has become a critical barrier to small-business expansion and hiring, according to NFIB, the U.S. Chamber of Commerce and leading economists. NFIB members gave the prospect of government policy initiatives as the No. 2 reason they do not plan to expand in a poll released this week. NFIB tax counsel Bill Rys said members expressed concerns about tax, health care and energy policies at the federal level and new fees and taxes from state governments.
