New Medicaid rules clarify disability housing, planning services

The Department of Health and Human Services is expected to release final Medicaid waiver rules this week that say that nursing facilities, institutions for mental diseases and intermediate care facilities do not qualify as home- or community-based housing and that housing for people with disabilities must be able to accommodate delivery of home and community-based services. The rules also call for Medicaid beneficiaries with disabilities receiving home- or community-based services to have a person-centered planning process.
