Coal ash recycling could be hampered by "hazardous" tag

The Obama administration has not reached a decision about whether to designate coal ash as a "hazardous waste." Around 45% of the 136 million tons of coal ash is recycled, but the construction industry may be reluctant to recycle coal ash if it is deemed hazardous. However, the Environmental Protection Agency could draft a "hybrid" hazardous designation that would still encourage recycling.
