Dubai aims high, but sometimes stumbles

Dubai's vast Burj Khalifa "superscraper" is using high-tech tools to gather data that will redefine future supertall construction projects, developers say. But while Dubai's developers look ahead to the next skyscraper, other ambitious projects are floundering. In nearby International City, a failed 2,000-acre site once expected to be a regional cultural and financial hub, stores now stand empty and pavements are overgrown.
