Texas declines to participate in Race to the Top

Texas Gov. Rick Perry said the state will not compete for federal Race to the Top funds because financial rewards are not enough to justify adhering to the education reforms that are required. "This program is not a 'Race to the Top' but a sprint to the middle, to mediocrity," he said. Officials said the state would have been eligible for between $350 million and $700 million if it had decided to compete.
