The University of Baltimore is among places of higher education that can act as city "anchors," helping prevent crime and derelict buildings and to create safer conditions for students and residents, experts say. "Institutions have come to the realization that their success, and their viability as a business, is inextricably tied to the success or failure of the communities in which they're based," says Ted Howard, a University of Maryland researcher.
