Ariz. city council alters procedure for agenda formation

The Tempe, Ariz., City Council has changed its procedure for allowing items to come up for a vote. The revision requires support from two councilors for items to move forward for discussion or a vote. Mayor Mark Mitchell says the change, approved by a 6-1 vote, aligns Tempe with cities nearby. Previously, one councilor could place an item on the agenda.
