CBO expects 8%-plus unemployment in U.S. until 2012

Without further action by Congress to stimulate hiring, the U.S. unemployment rate likely will not fall to less than 8% until 2012, the Congressional Budget Office said. The CBO provided the same estimate in August. The office expects the impact of stimulus spending to peak during the first half of this year.
