Fast-track projects move slower in Oregon

Portland, Ore., planned $503 million worth of fast-track development projects last year to create or retain about 5,000 jobs, but it awarded less than half partly because the city overestimated how much federal stimulus funding it would receive. A soft market for construction has helped bids for all projects to be about $66 million under estimate.
