Ga. city holds up upgrade to emergency radio system

The Johns Creek, Ga., City Council decided not to participate in an intergovernmental agreement to upgrade five cities in Fulton County to a $47 million first-responder radio system after the city manager expressed concerns about the bidding process. Alpharetta, Milton, Roswell and Sandy Springs have signed the agreement.
