NYC hospitals, physicians negotiate quality-focused pay plan

New York City's Health and Hospitals Corp. said public hospitals and a physicians' union are negotiating a plan to link pay raises for doctors to their performance on quality measures. The plan calls for up to $59 million in bonuses over three years distributed among 3,300 doctors, but physicians are worried they could be penalized for conditions they cannot control.
