Pet cemetery, Iowa officials debate burial of horses

Steve Johnson, who owns a pet cemetery in Iowa, is contesting a $10,000 fine imposed by the state Department of Natural Resources for burying horses on his 120-acre property. The department argues waste guidelines that cover horses are designed to prevent environmental contamination. Johnson's attorney notes the horses are buried without chemicals and says he can't find any state law covering pet burials. Veterinarian and state Sen. Joe Seng plans to reintroduce a bill that would establish pet cemetery oversight.
