Surety to appoint contractor to finish Calif. city community center

The surety holding a performance bond on a community-center project in Palo Alto, Calif., has been asked to appoint a new general contractor to complete the work after the city removed the original builder for default. City officials said the contractor was warned several times about inadequate staffing, lack of progress and missed deadlines on the facility, which was originally set to open in summer 2012. The contractor said that the project architect caused the delays.
