TransCanada could build rail if Obama rejects Keystone XL proposal

TransCanada CEO Russ Girling said his company is in talks with rail companies to ship oil, should President Barack Obama reject the Keystone XL proposal. He said that pipelines are "by far a safer alternative" to rail, but crude-by-rail shipments may be necessary. Girling added that TransCanada also plans to build an import terminal in Cushing, Okla.
