New Education Act Leaves Some States Feeling Uneasy

While state leaders generally have welcomed the ESEA, Education Week says some have expressed doubts about a provision requiring states to ensure that all teachers are "highly qualified" by the 2005-2006 school year. Concerns have arisen regarding states' readiness to institute annual testing for third- through eighth-graders, as mandated by the new law.
