Activists push for changes to cattle testing

Claiming a "clear conflict of interest," consumer groups are voicing concerns over practices at the USDA that permitted some slaughterhouses to choose which cattle were tested for BSE. The USDA said it "sometimes" asks meatpackers to select the cattle, but activists say companies have an incentive to only choose those cows that appear healthy.
