NYC's Klein takes aim at social promotion

New York City Schools Chancellor Joel Klein yesterday said he would create a tutoring program for second- and third-graders, as well as a voluntary summer school program for third-graders. The city already has earmarked $25 million to fund the programs, which are part of a broader plan to end social promotion.
