The bipartisan National Surface Transportation Policy and Revenue Study Commission has recommended raising the federal gasoline tax up to 40 cents a gallon to pay for roadway repairs. The anticipated report took on a new sense of urgency after the collapse of a bridge in Minnesota last summer. "Gas taxes are hard politically to raise. They aren't popular with people when they don't know how it is being spent," Commissioner Jack L. Schenendorf said.
