Lynch scales back 10-year highway plan

New Hampshire Gov. John Lynch has scaled back his 10-year highway plan for state roads, bridges, turnpikes and interstates. Lynch turned the $2.1 billion plan over to state legislators. "For too many years, New Hampshire made false promises to communities, adding projects to the highway plan without any way to pay for those projects, or without any realistic expectation that those projects would ever be completed," Lynch said.
