Federal government can help small business boost economy

USA TODAY columnist Rhonda Abrams calls on President-elect Barack Obama to create a Works Progress Administration-style program to help small businesses adopt new technologies and strategies so they can expand and add jobs. "Small businesses and the self-employed represent approximately 50% of America's gross domestic product," she says, adding that the president must help small business if he hopes to rebuild the economy.
