Colo. city council adopts plan to ease downtown parking

The Fort Collins, Colo., City Council has approved a plan to ease parking downtown and in surrounding neighborhoods. The plan lets drivers pay by phone to extend parking and gives a permit to those who live in neighborhoods with the most traffic. Long-term components include building parking structures downtown as an alternative to street parking.
