Target breach prompts Citi to replace debit cards

Citigroup will send new debit cards to customers potentially affected by the data breach at Target, saying it declined to do so sooner in an effort not to disrupt holiday shopping. The bank joins JPMorgan Chase in taking a card-replacement approach. Wells Fargo, Bank of America and U.S. Bank have said they are closely watching accounts for indications of fraud, but they have not announced wholesale reissues.
