Survey: Bullies intimidate teachers, too

More than half of West Virginia educators and school employees reported instances in which they'd felt intimidated by student behavior, and 83% wanted improved discipline policies, according to a union survey. The union is calling for alternative means for dealing with problem behaviors, such as a student bill of rights and town-hall-style meetings to discuss solutions.
