Observers predict void in U.S. education leadership

U.S. Rep. George Miller has announced he plans to retire after 40 years in Congress, and observers say it is unclear who -- if anyone -- can step into his shoes as one of the country's top leaders in education. Miller, who is credited with helping to drive No Child Left Behind and has shown a commitment to equity for poor and minority students, also has been praised for having a deep understanding of the issues that most affect education.
