Survey: Toronto teachers lack resources to help ESL students

In a union-commissioned random survey of 401 Toronto elementary-school teachers, respondents reported having to spend about 19% of their time helping students in ESL programs. Three-quarters of ESL teachers said their schools had English-learners who were not receiving adequate services.
