A parliamentary deadlock could leave the Bank of Japan without a governor after Toshihiko Fukui's term ends March 19. The government may try to prevent a "vacuum scenario" by handing the position to Asian Development Bank President Haruhiko Kuroda, the candidate considered least likely to prompt a stalemate.
