Economic-stimulus plan met with mixed reviews

About $135 billion of the spending portion of an economic-stimulus package proposed by House Democrats would go to construction projects, according to calculations by Engineering News-Record. Tax incentives included in the plan would also benefit construction companies. Some trade groups criticized the plan, saying it should have higher levels of funding.
