40 states are likely to compete in Race to the Top:

The final push for states to submit the first round of applications for federal Race to the Top funding ahead of today's deadline has drawn last-minute opposition from school districts and teachers unions. Some rural states are declining to participate -- at least for now -- because of a reluctance to allow charter schools. The late resistance is not expected to affect states' chances to win funding, however, and the Obama administration is expecting to receive applications from about 40 states.
