The final push for states to submit the first round of applications for federal Race to the Top funding ahead of today's deadline has drawn some last-minute opposition from school districts and teachers unions. Some rural states are declining to participate -- at least for now -- because of a reluctance to allow charter schools. The last-minute resistance is not expected to affect states' chances to win the funding, however, and the Obama administration is expecting to receive applications from about 40 states.
