Changes in special-education spending were among the key components of a new budget proposal from New York Gov. Andrew Cuomo on Tuesday. Under the plan, a $20 million cut in spending on preschool special-education programs outside New York City would be realized through changes to the programs' funding system, while cuts to the state's early-intervention programs for children with disabilities, such as cerebral palsy and autism, would free up $99 million over five years.
