Big banks reduce small-business loans by $1 billion

According to the Treasury Department, the country's biggest banks reduced lending to small businesses by $1 billion in November, the seventh consecutive month of cutbacks. The 22 banks receiving the bulk of the bailout have reduced their small-business loan balances by $12.5 billion since April.
