N.C. plan compares teachers to establish top performers

Some educators in North Carolina say a new system, in which the top 25% of performers are awarded one-time four-year contracts and salary bonuses of 25%, is potentially divisive. The plan, adopted after the state did away with tenure-type protections, will compare all teachers -- including special education, Advanced Placement and educators working in low-income and affluent schools -- and hold them to the same standard.
