California waives exit exam for some students with special needs

Gov. Arnold Schwarzenegger, state schools chief Jack O'Connell and legislators have agreed to exempt some students with special needs in the class of 2006 from having to pass the exit exam this year. While local educators praised the move, lawyer Arturo Gonzalez says he plans to sue the state to win similar relief for English-language learners.
