Obama to ease restrictions on state insurance programs for children

President Barack Obama is expected to quickly rescind a Bush administration policy on children's health insurance that prevented some states from expanding coverage, aides and advisers said. The Bush policy hinders states from offering the insurance to some low- and middle-income children.
