Rising foreclosures will keep the home-building market fragile, but the sector is expected to post a slight recovery this year, according to David Crowe, chief economist for the National Association of Home Builders. Mr. Crowe predicted a 38% increase in home starts this year. Tepid job growth could threaten the recovery.
