Payroll taxes increase as unemployment funds plummet

Employers nationwide are being hit with increasing payroll taxes as states struggle to pay unemployment benefits. In 36 states, business owners face tax hikes from a few dollars to nearly $1,000 per employee. "We don't want to pick this moment of all moments to boost taxes on employers. We want to encourage employers as much as possible to add to their payrolls," says Gary Burtless, an economist.
