Bush urges bills to make health insurance more affordable

President George W. Bush urged Congress in his State of the Union address to enact previously proposed Republican proposals to make health insurance more affordable for most Americans. He focused on proposals to use refundable tax credits for lower-income persons and private-sector health insurance to address rising health costs, saying "a government-run health care system is the wrong prescription," though Democrats argue Bush's plan would help few of the country's 43 million uninsured people.
