Brazil may turn down Venezuela's oil, funds for refinery

Petrobras executive Paulo Roberto Costa says a $4.1 billion refinery in northeastern Brazil may be built without help from Venezuela. Oil ministers have not come to terms on the price of Venezuelan heavy crude intended for the refinery. Costa says Brazil does not need Venezuela's crude nor a 40% construction funding match offered for the refinery.
