Are West Coast storms the telltale mark of El Nino?

Rainfall on the West Coast has weather experts following El Nino's atmospheric advance over the Pacific and could mean an above average rainfall for the region this winter. The recent spate of rainfall has local water managers relieved after suffering through three dry years. Still, experts might not know until March whether water restrictions will be imposed in the coming year.
