Officials dealing with the earthquake catastrophe in Haiti predict it will be several weeks before efforts shift from first-response life-support to recovery planning, and there is uncertainty over how the international reconstruction effort will be led. Short-term projects, including debris removal, are expected to begin soon and will include local labor to support the economy. However, communications, transportation and logistical issues are still impeding recovery.
