Top officials apologize for letting guard down on Terror Watch List

The directors of national intelligence and the National Counterterrorism Center issued public apologies Wednesday during congressional hearings into security lapses that allowed terror suspect Umar Farouk Abdulmutallab to board an airliner with explosive materials in his pants. Homeland Security Secretary Janet Napolitano urged Congress to look into the "budget implications" that may have also played a role.
