Winter months can be used to plan gardens or redesign overgrown plantings, but you need a master plan and budget, writes Suzanne Mahler. She suggests that those with minimal time to deal with a garden should create a low-maintenance landscape primarily with trees, shrubs and evergreen ground cover.
