N.D. Senate panel to consider revamped animal welfare bill

North Dakota state Sen. Tim Flakoll has sponsored a bill that would make numerous changes to the state's laws addressing animal welfare. The measure toughens penalties for offenders but contains exclusions for "usual and customary" practices in agriculture, rodeos and more. "People who care about animals should support this bill," said deputy state veterinarian Beth Carlson.
