Chemical spill prompts bill to regulate storage tanks in W.Va.

West Virginia Gov. Earl Ray Tomblin has proposed a bill to regulate above-ground storage tanks following the recent chemical spill in the state. Among other provisions, the bill would ensure such tanks comply with safety standards for their construction and maintenance. It would also require annual inspections, as well as spill-prevention plans from plants.
