California lawmakers advised to expand charter program

Relying on a Rand Corp. study that said charter schools were expanding families' choices and raising academic achievement, the California legislative analyst's office has prepared a report advocating the creation of more charter schools. The report recommended the state equalize charters' funding with that of traditional schools by cutting red tape and increasing block grants.
